North Atlantic Treaty Organization: Toward The Protection Of World Energy Security

Abstract: NATO has interested by energy security through its strategic concepts, where it has highlighted the issue as a concept and as a concrete phenomenon, because of the importance of energy sufficiency to consumers that has direct relation to national and international security, the study deals with problematic concerning NATO methods and procedures to participate in the protection of energy security, and the effectiveness degree of the alliance to respond to its members states needs, using analytical methods to answer the problematic through a set of elements: definition and importance of energy security, then NATO involvement in the issue in the light of new asymmetric challenges, after that NATO security energy previous and current agenda to show its future role , aiming to clarify NATO role in achieving energy security, and difficulties that have faced it, and its capacity to play effective role in the environment of 21st century. ملخص : بدأت منظمة حلف شمال الأطلسي تهتم بقضية الأمن الطاقوي منذ نهاية الحرب الباردة، من خلال مجموعة من المفاهيم الإستراتيجية، كونه مفهوم وظاهرة ملموسة تطرح نفسها بشدة على الأجندة الأمنية للحلف وللدول، فتحقيق الاكتفاء الطاقوي للمستهلكين مهم لأنّه وثيق الصلة بالأمن القومي والأمن الدولي، وتتمحور إشكالية هذا الموضوع حول كيفية إسهام منظمة حلف شمال الأطلسي في حماية الأمن الطاقوي ومستوى استجابة الحلف فعليا لمتطلبات الدول الأعضاء فيه، ومن خلال الاعتماد على المنهج التحليلي تم تقسيم الموضوع إلى مجموعة عناصر ارتبطت بتعريف الأمن الطاقوي وبيان أهميته إلى جانب رصد الأجندة السابقة والحالية للحلف لحماية الأمن الطاقوي، والتطرق للصعوبات التي تواجه أداء الحلف خاصة تلك المرتبطة بالتحديات اللاتماثلية الجديدة، مع استظهار أدواره المستقبلية في هذا المجال ، سعيا لإبراز دور حلف شمال الأطلسي في حماية الأمن الطاقوي على ضوء الصعوبات التي تواجهه، وفعلية الدور الذي يقوم به ومدى قدرته على تحقيق الحماية المسطرة في بيئة القرن الواحد والعشرين.
