Men talk near flags of the Organization of Petroleum Exporting Countries (OPEC) and the national flag of Algeria at the Sheraton hotel in Oran some 600 km northwestern Algeria, on December 14, 2008. Oran will host a key meeting of the oil cartel in Algeria on Wednesday. The Algerian minister said the 13 member states of OPEC had reached a consensus "for a sharp reduction of production," according to the APS news agency.
