This article discusses the idea of amending Article VIII of the Rome Statute to be more inclusive in terms of providing effective legal protection for all categories protected under international humanitarian law of persons and property, and universal norms and humanitarian principles that guarantee the achievement of international criminal responsibility of individuals who commit crime war set forth in Article VIII, but access to such protection passes through the removal of obstacles substantive and procedural standing in front of the Prosecutor of the International Criminal Court in the investigation and indictment, and the difficulties that you'll find the same court before it in determining the availability of Staff of each of those crimes.
