Training contributes significantly to spreading a culture of change,
training is change convictions and concepts to positive change fruitful, and
supports training overcome the difficulties and obstacles facing the process of
change in general to bring about development needed to improve the overall job
performance or to achieve the desired objectives of the Arab institutions.
The problem of research how to create a regulatory mechanism to make
the most of the training process advantage, the beginning of the planning and
good training (before training), and then measuring the training process success
(during training), and then follow up and measure the return of training and its
impact on the trainees (after training), and work the continuous improvement of
the quality of training services to advance human development to reach the
required strength to keep up with global and local variables and challenges facing
the public and devices in the Arab world
