Perhaps the most important precedent is Chile 1985, which was implemented with about 30% of foreign debt.
The conversion of external debt takes many forms, such as turning it into environmental protection projects, human development projects, education, health, child protection, etc. Egypt has tried this experience, as do many Arab countries, in an effort to alleviate the external debt burden .
