أثر المنح والمساعدات الخارجية في تمويل النفقات الحكومية والعجز ‏ في الموازنة العامة الفلسطينية (للفترة 1996-2015)‏

The purpose of this paper is to uncover the role and the importance of foreign aid and grants in ‎financing the government’s expenditure and the deficit in the Palestinian’s government budget. ‎In addition, this paper will provide a future outlook for the dependence on foreign aid and grants ‎with in the current economic and political situation. The Linear Regression Analysis was utilized ‎and the following results were manifested, there is a positive effect of foreign aid and grants on ‎financing the public expenditure and the Palestinian Authority’s budget deficit. The following ‎results were also found:‎ ‎1.‎ A 1 dollar increase in the foreign aid and grants will result in a 0.854 dollar decrease in the ‎current deficit.‎ ‎2.‎ A 1 dollar increase in foreign aid and grants will result in a 0.835 dollar decrease in the total ‎deficit. ‎ ‎3.‎ A 1 dollar increase in foreign aid and grants will result in a 1.72 increase in the public ‎expenditure.‎ ‎4.‎ A 1 dollar increase of foreign aid in supporting the government’s budget will result in a 1.723 ‎dollar increase in current expenditure.‎ ‎5.‎ A 1 dollar increase in foreign aid for development projects will result in a 0.73 increase in ‎development expenditure.‎
