الإعلام والاتصال كفاعل إستراتيجي في إرساء مبادئ الحوكمة البيئية في ظل المخاطر والأزمات الراهنة– الواقع والمأمول

الملخص: نتيجة لتزايد المستمر للمشاكل البيئية أدى ذلك إلى حدوث العديد من الأزمات والكوارث البيئية التي باتت تهدد وجود الإنسان، فقد أدت هذه الأزمات إلى تدهور علاقة الإنسان بيئته التي تعتبر عالمه ولا إمكانية للانفصال عنها، وبتطور نشاط الإنسان والثورة التكنولوجية والتقنية التي يعيشها تزايد عدد ونوع الأزمات والكوارث البيئة ، لذلك فإنه لابد من إعادة النظر في الأسس القائمة التي تحكم علاقة الإنسان بالبيئة وتنظيم التعامل معها وكيفية استغلال مواردها دون الإخلال بالتوازن البيئي، وذلك وفق فلسفة جديدة تتماشى ومتطلبات الظروف البيئية الحالية ومتطلبات العصر ويتحقق هذا بتطبيق مبادئ الحوكمة البيئية هذا المصطلح الذي كثر الحديث عنه، وهناك العديد من الفواعل التي تساهم في تحقيق مبادئ الحوكمة المحلية من هذه الفواعل الإعلام والاتصال حيث يلعب دور استراتيجي في إرساء قواعد ومبادئ الحوكمة البيئية. Abstract: As a result of the continuous growing of environmental problems that led to many crises and environmental disasters that are threatening human existence, these crises have led to the deterioration of the human relationship with the environment, which is his world and there is no way to split him between them, and as a result of the development of human activity and technological and technical revolution, the number and the type of crisis and environmental disasters has increased, so it is necessary to reconsider the principals that ruling the relationship between man and environment and that organizing the way he deals with and how to exploit their own resources without disturbing the ecological balance control, according to a new philosophy in line with the requirements of the current environmental conditions and requirements of the era and this is can't be achieved only by applying the principles of environmental governance of this term, and there are many factors that contribute to the achievement of the local governance principles, as information and communication that play a strategic role in establishing the rules and principles of environmental governance.
